At the top is the royal guard and as you go down the cores become less heavily armed and trained down to the trainees near the bottom. The church itself is responsible for the training of Paladins as commanders but the military employs a number of types of soldiers. Mages, assassins, knights, warlocks and so on and so forth even including arcane siege weapons. Grandfathers military is seasoned and battle hardened against many foes in the deep places of the world.
Police force: The military has a special detachment of guards trained to deal with issues in the civilian population. They are significantly less heavily armed and more open to resolving issues with words. They were a tool made by the church to help soften the harsh image they had been acquiring through new blasphemy laws.

Culture
Oppressive or lenient government?: The Empress and her court are considerably more lenient than the church, something that tends to rub the Pope the wrong way. The church and the royal family are never truly at odds but there is the occasional political struggle.
Conservative or liberal population?: Besides the blasphemy laws the people are very liberal, they accept and even indulge in other cultures customs. Inter-species relationships and even marrying outside your religion is tolerated.
Fashion: The fashion of the people is quite diverse and varies upon class, species, beliefs and a whole host of others. One thing that is quite common is Lawgbeetle silk, it's luxurious texture and arcane properties make it very popular with women, especially women of magic.
Food: The lakes, rivers and seas of Grandfather provide much fish, there are also many creatures that have been domesticated. Trading with Goblins, Dwarves and other folk brings in new crops, animals and farming techniques. Grandfathers streets in the market areas are usually alive and full of the most wonderful smelling foods. A popular food is this type of three headed lizard goat called Noccsi. The thigh meat is braised for hours in a variety of spices and Ewen berry rum, it's cooled and pulled then stuffed in a bun and deep fried. People come from all around to try it and swear by it.
Attitude to foreigners: Well meaning foreigners are welcome, well meaning foreigners with deep pockets are loved, well meaning foreigners with deep pockets and new things to trade are treated well beyond measure. Join in festivities and be friendly that's how you get accepted in Grandfather. A donation to the church might help with things.

Caste system: There are a few levels to the caste system. At the top is the Empress, just under her is the royal family. After that come the high ranking military officers then the nobles, the two are not far apart in terms of position. After the nobles come the merchants then land owners, then the commoners at the bottom. Like many societies there are always tensions between higher and lower classes, but nothing that would incite mass unrest or riots.
National goals: As a country the biggest goal of Grandfather is to destroy the forces of Lolth and be rid of her dreadful influence
